Specifications include, but are not limited to: Management Consultant/Analyst Services for the County's Health and Human Services Department (HHS). The County intends to enter into a contract with one Consulting Firm to analyze current HHS operations and make recommendations to improve operation efficiency, organizational structure, and customer service. Completion of the study will allow the County to identify where changes may be productive. Objectives: 1. Prepare and recommend a redesigned organization structure for Health and Human Services 2. Develop a staffing model reflective of the redesigned organization structure 3. Develop new and revised policies and procedures in alignment with the department Mission Tasks: Organization Structure 1. Analyze the current structure 2. Redesign the structure to maximize service delivery to a changing demographic 3. Tie the structure to the mission 4. Recommend the new and improved structure 5. Design a transition plan to initiate the new structure Staffing 1. Analyze staffing needs 2. Based on the structure, identify the resource requirements for the present and near future 3. Determine the capability of the current staff
