The City of Lake Stevens (City), Public Works Department, Environmental Programs Division, is requesting Statements of Qualifications from qualified and interested engineering firms for providing professional services as a consultant in preparing a design package, including environmental evaluations, hydrological modeling, project feasibility, public outreach, and engineering plan design drawings, specifications, and permit submittals for the restoration of Lower Stevens Creek. The specialties of the selected consultant, including subconsultants, requires the abilities to conduct site analysis (environmental evaluations, geotechnical assessments, surveying, cultural resources research, and hydrological modeling) to plan for improved roads and stream habitat, public engagement (equitable and inclusive processes, agency/public needs analysis, surveys, and a range of outreach tools for National Environmental Policy Act (NEPA) compliance), and design (feasibility and preliminary engineering/environmental that addresses site conditions, stormwater compliance requirements, varied climate scenarios, stakeholder and agency needs, identification of right of way needed, and preparation of complete permit applications). The consultant must demonstrate experience in salmonid habitat restoration, community outreach, and preparing designs for successful permitting and construction of a new stream channel and water crossing structures on the roadway to support the new stream channel.
