Specifications include, but are not limited to: Pursuant to the terms of that agreement, the selected Offeror will manage the day to day operations of the Lottery and its core functions, including lottery games development, supply of goods and services, and marketing and advertising, among other things. At all times, the Lottery will continue to be conducted by the State. The Lottery will exercise actual control over all significant business decisions, and retain the authority to direct and countermand the operating decisions of the private manager. The Lottery will have ready access to all information regarding Lottery operations, and will continue to retain full ownership of all Lottery assets, including its intellectual property.
