The City of Mountlake Terrace is seeking professional consultant support for the following tasks: 1. Project Kickoff: Scoping with staff, review of documents, attendance at Council retreat on a Saturday in late March for about 2-4 hours to discuss process. 2. Develop a communications and marketing plan to recruit the task force and share updates with the community throughout the process. The consultant will need expertise in communicating financial information to the community in an understandable way. 3. Potentially assist the staff in recruiting task force members. 4. Assist the city in developing a curriculum and conversation guide for the task force. 5. Develop the syllabus, agendas, and work with staff on any meeting materials or notes. 6. Coordinate with staff on arranging for guest speakers. 7. Facilitate the task force. 8. Create strategies and presentation materials for citywide community engagement activities and city council briefings related to long-range financial strategies and planning. Participate in these meetings. 9. Prepare a long-range financial plan that includes the task force’s recommendations. Make recommendations for implementation steps to be taken by staff and city council. This report will be prepared in coordination with city staff to include: • Projected revenues and expenses (staff can provide the baseline) • At least three potential expenditure reductions • At least three potential revenue increases • Impact of these proposals • Description of public and City Council engagement process • Final Recommendations
