Sound Transit is currently undertaking the largest transit expansion program in the country. The Regional Transit System Plan for Central Puget Sound (ST3) is a $60 billion plan, in 2024 dollars, approved by voters in 2016 to expand the Puget Sound region light rail, commuter rail, and bus rapid transit network by adding 62 miles of light rail and making numerous other improvements through 2041. As part of the delivery of ST3, Sound Transit will build two new operation and maintenance facilities to support the light rail system expansion. These new facilities are needed to maintain and store the expanding fleet of light rail vehicles (LRVs). The two facilities are the Operations and Maintenance Facility – South (OMF South) and Operations and Maintenance Facility – North (OMF North). Sound Transit has established a single program to deliver both OMF South and OMF North (the OMF Program). Both facilities provide heavy maintenance and storage for LRVs, and maintenance-of-way capabilities. Sound Transit intends to use a Progressive Design-Build (PDB) delivery approach to procure and deliver the OMF Program.
