Specifications include, but are not limited to: 1. Work with the Spokane Transit Authority Chief Executive Officer ("CEO") and Board of Directors ("Board") to determine legislative objectives and priorities for the Spokane Transit Authority (“STA”). 2. Provide ongoing and regular legislative representation for STA in legislative meetings and hearings during the legislative session and during the interim. A. Monitor all relevant issues and report to the CEO on the issues. B. Attend hearings and meetings on the relevant issues. C. Provide testimony when appropriate and authorized for STA at hearings and meetings. D. Meet with legislators on relevant issues and convey STA's views. 3. Consult with the CEO and appropriate staff on issues on a regular basis during the legislative session to determine STA's views on relevant issues and to determine the impact of different proposals. 4. Provide regular and special reports to the CEO and Board concerning legislative issues and activities. A. During the legislative session regular reports should be submitted at least weekly. 5. Work with other groups that affect STA issues as appropriate to share STA's views and information and to coordinate legislative efforts. A. Actively participate in the Washington State Transit Association (“WSTA”), participating in Legislative work groups and related meetings. B. Work with the Association of Washington Cities and the Washington State Association of Counties on issues of mutual concern. C. Coordinate with other Spokane area groups and their legislative consultants to assist with supporting issues and efforts that benefit the greater Spokane area. 6. Meet with Spokane area legislators and other legislators to discuss STA priorities and needs. 7. Provide review and feedback on pending grant applications and coordinate and/or support efforts to communicate grant and other funding requests to the legislature. 8. Monitor and support response to rule-making activities conducted by departments of Washington State, and other executive branch activities that may affect STA. 9. Assist STA with preparation of materials for use in legislative hearings, policy meetings, discussions, and other forums. 10. Attend WSTA and other transit and transportation meetings as requested and as appropriate. 11. Provide advice to and strategize with STA and other transit groups on the ways to be successful on major legislative initiatives to convey the positive benefits of transit. 12. Comply with state reporting requirements for legislative lobbying activity.
