The purpose of this Source Sought is to gain knowledge of potential qualified sources and their size classification relative to NAICS 212321. Note that if VA’s pending market research establishes that two or more SDVOSB or VOSB, who are certified on SBA’s VetCert, Veteran Small Business Certification (sba.gov), can perform the project at a fair and reasonable price, VA will set aside the underlying solicitation per 38 U.S.C. §8127.
Responses to this Request for Information (RFI) will be used by the Government to make appropriate acquisition decisions. After review of the responses to this RFI, a solicitation announcement may be published on SAM.gov and/or GSA eBuy. Responses to this RFI are not considered adequate responses to the solicitation announcement. Complete the information requested below and attach any pertinent documents/ information necessary.
GENERAL REQUIREMENTS: The National Cemetery Administration (NCA) has a requirement to establish an Indefinite Delivery Indefinite Quantity contract for Tahoma National Cemetery. The contractor shall be responsible for all labor, supervision, materials, equipment, and transportation to deliver the materials to Tahoma National Cemetery. The contractor must be able to provide lawn mix topsoil, 5/8” clear drain rock, 1 ½” Drain rock, 5/8” minus crushed rock, coarse washed sand, and 3/8” pea gravel. Contractor must be able to deliver within 10 business days after receipt of order. Specific details are in the Statement of Need. The intent is to establish a Firm-Fixed-Price, Indefinite Delivery Indefinite Quantity contract.

The Government is not obligated to, nor will it pay for or reimburse any costs associated with responding to this source sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. The VA is mandated by Public Law 109-461 to consider a total set-aside for Service-Disabled Veteran Owned Small Business set aside. However, if response by Service-Disabled Veteran Owned Small Business firms proves inadequate, an alternate set aside or full and open competition may be determined. No sub-contracting opportunity is anticipated.
