The objective of this work is to create two tool kits to serve local governments, tribes and other stakeholders. One focuses on planning for the siting of early childhood education centers; the other focuses on planning for the siting of clean energy transmission infrastructure. The scope of work shall be sufficient to develop a model ordinance or set of regulations as well as a communications toolkit for each type of special land use siting. This includes consideration of land use regulations, zoning codes, barriers to the siting of each facility type and how proponents of projects can communicate effectively with tribes and local governments and simplify the permitting process. Both counties and cities may adopt the childcare center siting model ordinance, with acknowledgement that only cities must comply with new land use requirements. Include resources for childcare providers who may not otherwise have experience in land use planning, permitting or construction in the childcare siting communications toolkit. For example, create a document titled “Questions to Ask at the Preapplication Conference.” Prepare these materials in English and Spanish. Both counties and cities may adopt the clean energy transmission model ordinance. The scope must include an additional ordinance or code for consideration by tribes. included. Include careful consideration of tribal sovereignty and cultural resources in the development of these resources. Prepare the communications toolkit should for proponents of clean energy transmission who may not know the requirements of the Growth Management Act. For example, create a customizable power point presentation entitled “Washington’s Clean Energy Transmission Goals and Jurisdiction Name.” Prepare these materials in English and Spanish.
