Specifications include, but are not limited to: The Contractor shall hold seminars with the ESD Leadership Team, UI Management Team and selected staff (TBD) on Lean. The Contractor should pay particular attention to the fact that ESD is a state government organization, and that is operating within an emerging, enterprise-wide Lean system across Washington State government. The Contractor will initiate a focused training process of select individuals that results in certification of these individuals in specific Lean specialty areas. Certification must prepare these individuals to train others. The Contractor will assist UI staff in using Lean methodologies to identify specific core business processes that need to improve to reduce overpayments and improve results. It will then support the implementation of successful improvement projects to achieve those results. The Contractor will assist the department in building upon those activities to create a well-functioning, sustainable Lean management system. By orienting the leadership, training individuals in the Lean method, and delivering concrete results, ESD will be able to move toward a continuous improvement mindset. The Lean method will become the way ESD does business in the future. Training and certifying individuals over time will ensure Lean is sustained from within and will not cease with a change in leadership.
