The selected Consultant shall perform the following tasks in alignment with SLCGP Objective 1 and the WA State Cybersecurity Plan: - Conduct a cybersecurity risk assessment across tribal departments. - Develop a comprehensive cybersecurity plan aligned with NIST CSF (Identify, Protect, Detect, Respond, Recover). - Integrate and support 11 key elements of the WA State Cybersecurity Plan, including: • Element 1 – Information Systems Management • Element 2 – Network Monitoring • Element 4 – Continuous Vulnerability Assessment • Element 5 – Adoption of Best Practices (MFA, encryption, logging, etc.) • Element 7 – Continuity of Operations • Element 11 – Threat Indicator Sharing (MS-ISAC, Tribal ISAC) • Element 12 – Leverage of CISA services • Element 13 – IT/OT Modernization • Element 14 – Risk & Threat Strategy • Element 15 – Tribal & Rural Communities • Element 16 – Local Government Distribution - Provide training for staff members on cybersecurity responsibilities. - Support implementation by offering a roadmap, policy templates, reports, and presentations to CCC and CBC.
