Scope of Heavy Civil GC/CM Services 1. The County is seeking a highly qualified, customer-focused contractor to participate as a critical, integrated team member throughout preconstruction (design) and construction. The successful contractor will demonstrate highly effective preconstruction services including early scope development, estimating, constructability reviews, value engineering recommendations, identification and procurement of early work packages, and risk management. 2. The successful contractor will demonstrate outstanding skills in heavy civil construction, including self-perform work, subcontractor procurement processes and requirements per RCW 39.10 requirements, and supplier buyout, obtaining maximum value, price competitiveness, local vendor participation and DBE/MBE/PWSBE/WBE/VOB participation. Work will be self-performed by the successful contractor when it demonstrates the best overall value and under terms acceptable to the County and in accordance with applicable statutes. Self-performed work may be executed under a cost-reimbursable, open-book or a negotiated lumpsum as deemed in the best interest of the County. 3. The contractor will provide all services typical of a general contractor including guidance and input during the design phase, critical path method scheduling, cost estimating, site supervision, subcontractor coordination, safety leadership, construction meeting organization, communications, maintenance of a clean site and surrounding areas, documentation, coordination of other County vendors including independent commissioning, inspections, and County operations staff training. 4. Proposers shall provide the following fully-qualified staff members. Staff members shall be provided on a full-time basis throughout construction and closeout unless agreed to by the County. 5. The Key Team Members assigned to the project during each component of the project shall be: a. Project Manager—primary point of contact for contractor b. Project Superintendent c. Project Engineer d. Project Scheduler e. Cost Estimator f. Safety Manager g. Equity and Social Justice (ESJ) Coordinator or Manager h. Startup and Commissioning Manager
