The scope and objective of this RFP is to add to the previously established pool of bidders that meet the performance requirements as set forth in Exhibits B-1 Performance Requirements and B-2 Qualifications and Experience to perform PPAs, remedial actions, installation of infrastructure and related services on demand, for petroleum storage tank facilities/sites. PLIA seeks firms who possess both the technical expertise and know how to design and/or critically evaluate clean-up action plans and perform remedial actions in accordance with the state of Washington’s requirements (Chapter 70.105D RCW, Model Toxics Control Act [MTCA]). Work may include, but is not limited to: Development and collection of soil, vapor and groundwater samples. Delineation of lateral and vertical extents of contamination in all affected media. Laboratory analysis of soil, vapor and groundwater samples. Development of a conceptual site model. Development and implementation of a cleanup action plan. Cost estimate for potential remediation and/or infrastructure upgrades that may include heat conversion and tank removal/decommissioning. Report development. Permitting application process. Reviewing cleanup plan alternatives especially the use of technology while optimizing cost-efficiency and restoration timeframes. Performing and/or overseeing sampling and cleanup activities. The PPA will be used to develop a preliminary scope of work and estimated costs to address any required cleanup and infrastructure upgrades needed for an applicant site. This will allow PLIA and the owner applying for a loan or grant to establish an appropriate loan or grant amount. After award of a grant, PLIA will provide a contractor to finalize a work plan and complete the work needed.
