a. Provide legal opinions on union-related and employment issues; b. Provide interpretations of Federal and State laws, regulations, and guidance in the areas of labor and employment, including, but not limited to, those related to the Americans with Disabilities Act, Fair Labor Standards Act, Family and Medical Leave Act, and Health Insurance Portability and Accountability Act. c. Provide interpretations of Washington Public Employee Relations Committee (PERC) rulings; d. Assist in the development and review of policies and procedures; e. Provide strategy, legal expertise, and negotiating skills in labor negotiations, mediations, interest and grievance arbitrations, PERC complaints, Equal Employment Opportunity complaints, and lawsuits; f. Advise C-TRAN of new legislation affecting the areas of labor and employment; g. Review documents and correspondence; and h. Attend committee and Board of Directors meetings as requested. 3.3 Service Expectations a. Upon publishing of this RFP, no current cases are underway. However, if new cases arise during procurement, such cases may be withheld from this contract and completed by current legal counsel. b. When the work entails representation or investigation related to a specific case, the designated attorney shall do all work required for a case from its inception to its conclusion, unless the attorney departs the firm. C-TRAN will not compensate consultant for attorneys, law clerks, and/or paralegals educating themselves or doing work of a transient nature on the case.
