The CONTRACTOR shall administer a landscape review including research of key issues to address concerns from interested parties, identifying relevant industry examples where applicable to achieve HB 1589 goals, and develop a summary report on finding from the issues. The CONTRACTOR shall assist the AGENCY in the preparation, facilitation, and synthesis of the draft rules half-day workshop. In coordination with the AGENCY the CONTRACTOR shall develop the agenda and prepare workshop content, preprate a pre-workshop briefing, facilitate the publicly facing workshop, and provide a post-analysis writeup and debrief with the AGENCY. The CONTRACTOR shall support the drafting for Commission Notices, drafting related website content describing ongoing work to the public, and creating comment matrixis describing how the AGENCY responds to each topic commented on.
