Through this RFP, the GWRC seeks to provide the CoC with the first formal gaps analysis of the needs of people experiencing homelessness and the housing and services needed to adequately prevent and end homelessness for the planning district. Specifically, the GWRC seeks a gaps analysis that will: • Identify current and long‐term homelessness trends for the regional population as a whole and subpopulations of people experiencing homelessness: Subpopulations include: o Rural vs. suburban vs. urban homelessness, o Black, indigenous, and people of color (BIPOC), o People experiencing unsheltered homelessness o People experiencing chronic homelessness, o Veterans, o Families, o Survivors of domestic violence o Young Adults (18-24) o Elderly (65+) o Subpopulations by gender o LGBTQ+ o People experiencing homelessness for the first time, including their risk factors, o People returning to homelessness, including their risk factors, and • Identify current and long‐term client housing and service needs in all counties served, including system mapping and modeling to assess gaps. Specifically: o Review whether the region has sufficient beds in shelter (emergency, transitional, and interim), and housing programs (rapid rehousing and permanent supportive housing), and if not, what the number needed is. o Review of street outreach efforts and whether sufficient funds are available to support those unsheltered. o Review of prevention strategies and whether sufficient funds are available to support those at-risk of homelessness. o Determination of availability and condition of existing homeless service agencies...
