Please note: This is a Sole Source Notification. Critical Logic Inc. was the contractor that OFR hired through a second-tier procurement process in 2013, under Work Request # 1329-46. At that time, CRS, the system that DMS replaced, was an undocumented system. Critical Logic Inc. performed the reverse engineering required to develop the comprehensive business requirement documentation for the project. This was done through a combination of interviews and research with developers and business users. Critical Logic Inc. worked with OFR staff to develop the original requirements at that time. It took Critical Logic Inc. two (2) years as the project BA and systems analyst to fully understand OFR business needs and the CRS system. Consequently, this team has the specialized knowledge, expertise, and established relationships to move the project along quickly. Critical Logic Inc. maintains specialized skillsets within their business analysts that focus not only on the creation of requirements and design, but the validation of these elements as configuration is underway and when completed. Having already developed extensive requirement documents for IT to configure DMS, Critical Logic can move forward at a much faster pace than a contractor without this knowledge. This work is a continuation of the work Critical Logic Inc. started and performed to a high standard. There would be a significant learning curve for any new vendor coming into this project. Further, OFR believes it would be more cost effective to pay for actions (BA work) instead of learning. Any new vendor would spend a significant time developing relationships and learning systems before they could begin BA work.
