Specifications include, but are not limited to: The City wishes to procure a comprehensive, City-wide integrated Financial Management and HR Management (ERP) System. The ERP System (the System) is expected to have the following minimum functionality: The System shall provide a comprehensive fund accounting, purchasing, contracts, utility billing, project, budget, payroll, and human resource system. The application should support the improvement of the efficiency and effectiveness of the administrative processes. The System shall provide activity-based costing and performance budgeting. The System shall implement secure, self-service, web-enabled solutions whereby employees and retirees have direct access to necessary personnel, payroll, benefits, and retirement information. The System shall enhance the quality and accessibility of information available to city officials and employees with easyto-access financial reports. The System must support and work seamlessly with the day-to-day needs of a municipality within the State of Washingtons fund accounting system Budget Accounting Reporting System (BARS). The System shall implement secure, self-service, web-enabled solutions whereby citizens have the ability to pay on-line for City services. The System shall eliminate redundant data and administrative systems across City departments. The System shall provide electronic procurement to interact efficiently with business partners and reduce or eliminate paper documentation.
