Please note: This is a Sole Source Notification. ManTech is needed to provide enhancements to the Washington Health and Life Events System (WHALES), the Washington state vital record system, due to future, unknown federal and state statute and regulation changes. As well as social changes that can drive the need for business requirements that impact the WHALES. Changes cannot be made to the WHALES system in the production environment without following the release management process outlined in the DOH contract 24729 Maintenance & Support Agreement. When changes or additions to the system are required because they exceed the maintenance agreement, DOH needs to be able to request and pay for those changes to ensure a stable platform for end users.
