Specifications include, but are not limited to: Operate a quality early learning ECEAP program in compliance with standards. Hire and supervise classroom staff, food service staff, bus drivers, education staff, family/health staff, and recruitment and enrollment staff. Provide all direct services to include the following ECEAP component areas: Section B: Enrollment and Eligibility Section C: Human Resources – hiring qualified staff and compliance with criminal background checks, training requirements, etc. Section D: Health, Safety and Nutrition, including USDA CACFP Food Services Section E: Early Childhood Education, including implementation of Creative Curriculum and assessment using TS GOLD Section F: Family Partnerships, including implementation of Mobility Mentoring Comply with applicable requirements in Section A: Administration and Section G: Documentation. If required by ECEAP and childcare licensing standards, secure a childcare license. Currently, part day/part year classrooms operating less than 4 hours per day do not need to be licensed. Secure and pay for custodial services. Pay for the following as part of regular operations: Classroom consumable supplies. Other program and facility supplies, such as custodial, restrooms, etc. Reimbursing staff for mileage for conducting home visits at a rate equal to or lower than the federal mileage rate. Other mileage costs for attending training. Liability insurance for staff and children. Other ordinary and typical operational costs. ESD 113 will support the Subcontractor: Coordinate, or arrange for provision of, training for Mobility Mentoring, Creative Curriculum, and TS GOLD. Provide buses and associated mandated training, monitoring, and supervision if transportation is needed. ESD 113 will reimburse the subcontractor for the salary/benefits of the driver at a rate to be negotiated if state transportation is available. Monitor monthly the ELMS/Merit data system, enrollment and performance standards components. Conduct monthly meetings to review program data, updates and action steps.
