Specifications include, but are not limited to: Sound Transit is requesting Proposals from firms to provide strategy and planning consulting services to support Sound Transit's effort of replacing its enterprise resource planning (ERP) system and enterprise asset management (EAM) system. Replacement will include the integrations between the EAM and ERP systems, as well as the integrations between them and other related systems. Sound Transit currently has an ERP system that is reaching the end of support and an EAM system that does not fully meet the requirements for sustaining successful asset management best practices. Data standards exist in some areas of the business, but there are no common data standards shared across the entire agency. Business processes have been defined in some business units, but a clear understanding of how they interact has not been clearly understood. Sound Transit has been in a building and system expansion mode for several years and is currently transitioning into a more focused operation and maintenance organization. The agency is also developing an Asset Management System to maintain and sustain the value of the communities’ investments. The Consultant will be critical to advising the agency on how to align the people, processes, and the EAM and ERP systems with the agency strategy. EAM and ERP systems contain data that must integrate/interface with other critical software systems that support the business needs. This integration is critical for Sound Transit to achieve data consistency, streamline business process workflow and dataflow, and improve asset lifecycle management at the lowest sustainable cost. Analysis and reporting of the data within the EAM and ERP systems will enhance financial control, ensure compliance, leverage data and enhance decision-making. The Consultant will advise on business process improvements, develop the requirements to support these improvements, and support the procurement of new product(s) and related system integration services to realize and sustain the agency’s goals. Replacing these systems requires comprehensive planning for each new system transition, concurrent use of retiring systems while implementing new ones, and potentially replacement, modification, or discontinuation of numerous integrations to other business systems. As Sound Transit will be relying on the Consultant’s support to provide recommendations for the most successful outcome, replacement may result in separate systems or one consolidated EAM/ERP system. Therefore, Sound Transit may procure consultative support from one or multiple firms. However, Sound Transit has a strong preference to award a single contract as a result of this RFP. Firms are encouraged to pursue joint venture partnerships and/or subconsultant opportunities as necessary. In the event multiple contracts are awarded as a result of this RFP, the Consultants will be expected to closely collaborate and coordinate work efforts. The success of this program requires a robust partnership with program steering, program management, and program stakeholders, as well as fellow consultants as necessitated.
