The Washington State Utilities and Transportation Commission (UTC), hereafter called "AGENCY,” is initiating this Request for Proposals (RFP) to solicit proposals from individuals, associations, or firms interested in providing training to excavators, contractors, landscapers, facility operators, public works employees, and anyone else who may work around pipelines and underground utilities. The training should focus on damage prevention, best practices related to excavation, and a comprehensive overview of the Underground Utilities law, Chapter 19.122 RCW, to include: 1. Definitions; 2. One-number locator service information; 3. Excavator and facility operator duties before excavation; 4. Excavation; 5. Exempted activities; 6. Underground pipeline or utility damage; 7. Damage reporting; 8. Safety Committee information; 9. AGENCY authority; and 10.Penalties.
