Task 1 – Project Initiation and Coordination • Conduct a project kickoff meeting with City staff to confirm project goals, deliverables, and communication protocols. • Review all background materials, including the completed feasibility study. • Identify any data, surveys, or site information needed to begin design. Task 2 – Site Review and Civil Design • Evaluate the selected site and one potential alternative along the same corridor. • Prepare site and civil engineering plans addressing grading, stormwater management, parking layout, pedestrian circulation, lighting, and utilities. • Identify potential off-site infrastructure improvements needed to serve the facility. • Incorporate applicable codes, zoning, and permitting requirements into all site design documents. Task 3 – Building Design and Architecture • Prepare architectural concepts for an enclosed market building suitable for year-round operation. • Develop schematic design plans showing building layout, vendor stalls, food service areas, circulation paths, and public spaces. • Integrate sustainable and energy-efficient design principles. • Prepare renderings or visualizations suitable for presentation to the City Council and the public. Task 4 – Cost Estimation and Implementation Plan • Prepare a detailed cost estimate that includes building construction, site improvements, and utilities. • Identify potential phasing options and value-engineering opportunities to align with available funding. • Provide recommendations for future construction phases or relocations if the project site changes. Task 5 – Meetings and Presentations • Conduct regular coordination meetings with City staff throughout the design process. • Attend up to two public or City Council meetings to present the project’s progress and final concept.
