Specifications include, but are not limited to: Develop DEI guidance for the Transportation System Plan through Clark County Public Works. The following are methodologies that could be considered, but are not limited to, as the consultant addresses diversity, equity, and inclusion as part of the public involvement for the TSP: • Communication - As technology advances, so do our skills in providing cutting-edge options for communications and outreach. • Public Involvement - Involving the public means ensuring communities and project proponents learn, talk, and listen; concerns are turned into solutions; and projects move forward. • Outreach - Community outreach that produces results requires a strategic plan and proactive, grassroots interaction. • Facilitation – Aid diverse parties to resolve tough issues. Potentially provide training to staff, creating new policy, developing a new strategic plan, or mediating contentious decisions, group and process facilitation requires an expert communicator with the ability to keep groups focused and negotiate resolutions. • Studio & Media – The ability to adept at visual storytelling, communicating through user experience and graphics. Through strategic use of online media and graphic design be able to help County and the public use the most current online technologies, social media, databases with a solid design foundation to share and store information. • Research & Surveys - The most effective public participation plans begin with research. The consultant must have thoughtful research design, quality participant screening and smart survey questions that helps people understand stakeholder and public sentiment. Be able to integrate research into public involvement and outreach efforts that help get to defensible conclusions and solutions that stick.
