Specifications include, but are not limited to: The primary objective of the Quality Assurance consulting professional services is to independently validate that the SBCTC and ctcLink Leadership Team and ctcLink Project Sponsor have an accurate and ongoing picture of project status and progress, as well as feasible plans for continuing to meet required deadlines. The intended scope of work to be provided by the QA consultant includes the following: - Provide regular, consistent, value-added on-site QA consulting to the ctcLink Project. - Active participation and collaboration with the Project team in planning and status meetings. - Fully comply with State of Washington Office of the CIO Policy No. 132 as it applies to providing Qaulity Assurance for Information Technology Projects. - Develop and present a Quality Assurance Plan to SBCTC for formal acceptance. - Establish initial project baseline and periodically review progress against that baseline. - Interview the appropriate outside consultants,software vendors, and ctcLink project staff on a quarterly basis and assess project progress, deliverables, issues, and budget. - Develop monthly and quarterly reviews and documentation of progress and deliverables. - Prepare project risk scorecard as part of the monthly and quarterly assessment reports. - Identify likely challenges, based on previous ERP Program experience, and assure that project plans and designs address them proactively and realistically. - Ensure that ctcLink Project team and the Implementation vendor are applying appropriate tools, techniques, methodologies, and implementing ERP best practices - Independently validate the quality of the project's work, and that the project is on track for meeting ctcLink's project overall objectives - Ensure that ctcLink project is aggressively and objectively managing project risks and issues, including dependencies outside of the project, and - Ensure deliverables produced are sufficient to support project implementation of the FirstLink districts and colleges as per the agreement with Implementation vendor and committed schedule. - Review and provide feedback on detailed findings with ctcLink project management to ensure accuracy and buy-in of risk mitigations strategies. - Assess current budget and compare to overall project baseline budget. - Advise ctcLink Project Director on the acceptance of project deliverables. - Review pending project change orders for 3rd party opinion of requirement and cost - Conduct ongoing reviews and analysis and provide quarterly written quality assurance and risk assessment reports to ctcLink Project Sponsor, the SBCTC CIO, and ERP Project Director (based on the QA Plan) to assure that effective planning, management and controls are being applied to assure project success. - Determine QA assessment of Estimated Costs of Project Completion based upon current spend rates and % progress. - Provide independent assessment of risks and recommend specific mitigation strategies. - Provide on-going assessment of issue management and key issues.
