Specifications include, but are not limited to: Task 1: Facility Assessment Planning Review current asset information and establish an assessment protocol and schedule. The consultant will work with the City to gather any relevant available information regarding the facilities listed in the previous section. The Consultant will prepare a data request list and submit to the City. The City will compile requested/relevant documents and send them to Consultant. Following review of the information, Consultant will provide a project memorandum for review and approval by the City which briefly explains the purpose for the assessment, the major facility components that will be evaluated, evaluation methods, and proposed schedule. Deliverables: - Draft Facility Assessment Plan for City review and comment - Final Facility Assessment Plan with schedule Task 2: On Site Facility Condition Assessment Conduct an on-site condition assessment for each building and structure and interview of Public Works personnel. The assessment team will visually inspect each asset to Identify all maintenance, repair, and replacement requirements. The facility condition assessment may include but are not limited to the following identified assets: - Future Needs and Space for each of the divisions currently at the site - Equipment Storage- Accessibility - Additional Office Space - Traffic Flow - Roadways, parking lots, sidewalks, and exterior lighting - Health/Fire/Life Safety Systems - Emergency egress lighting - Disabled Accessibility - ADA requirements - Site Electrical - Special Electrical Systems and Emergency Power - Security Systems - Access Control Systems - Future under roof vehicle storage and possible solar benefits of covered parking Task 3: Analysis and Reporting of Facility Condition Assessment After a thorough assessment of each facility, identify and report all deficiencies, and recommended upgrades and/ improvements. Consultant will analyze the findings from their field evaluation, and develop a technical memorandum summarizing their findings. The technical memorandum will include the following: - recommend repair or replacement options for buildings and other structures - prioritize and categorize deficient site and building conditions and corrective actions - establish renewal and replacement costs for structures and components - gap analysis of facility to support current and future operations - master site plan to support future growth of public works operations - Report detailing future space needs for each activity Deliverables: - Draft Facility Condition Assessment Tech Memo for City Review and Comment - Final Facility Condition Assessment Tech Memo - Future needs Assessment (20-year timeframe) Tech Memo Task 4: Directed Services This element of work will provide for engineering and technical support for issues unforeseen at this time, which may develop during the project. As individual needs for engineering, analysis, PS&E, and/or studies arise, the Consultant and the City will negotiate a scope of work, fee, and formalize it in a Consultant Directed Service work order.
