This Consultant shall perform Civil Engineering Services for the design phase, bid support and construction management/support services for the construction phase on a need basis. The Scope of Work may include, but is not limited to, the following elements: The work to be performed by the CONSULTANT consists of preparing Plans, Specifications and Estimate for improvements to Travis Rd./Sellards Rd. and 27th Ave./Gum St. Intersections. The proposed improvements include the evaluation of the existing intersections, and the design of all improvements. The major features of the project are as follows: • Evaluation and inspection of the existing intersection conditions, • Recommendations for any required improvements to the intersections, • Design of intersection improvements to be retrofitted to existing intersections, • Coordination with utility provider, • Environmental documentation and preparation of permit applications, • Review of any required shop drawings and construction assistance. • Provide County with a complete PS&E Package for Submission to Local Programs ADMINISTRATION & PROJECT MANAGEMENT • Monitor and track schedule and budget. • Prepare and provide monthly invoices with progress reports. • Provide appropriately qualified staff in support of this project. Administration of resources to ensure timely advancement of the project. • Schedule meetings. Prepare and distribute meeting agendas and minutes, including kickoff meeting. • Coordinate with stakeholders, including funding agencies and WSDOT. • Coordination with utilities and transit. • Assistance with timely obligation of funds. • Attendance to Council meetings for project related presentations, as needed. • Support the County’s public on outreach efforts, as needed. PLANNING SERVICES • Collect all data necessary to evaluate the needs and constraints to determine the best course of action. • Perform a localized evaluation and recommendation. DESIGN SERVICES • Provide topographic and property surveying, as needed. • Prepare all design documentation including: Plans, Specifications, and Estimate (PS&E) required to conform to WSDOT/FHWA standards. • Prepare and process environmental documentation to achieve complete environmental compliance; NEPA Categorical Exclusion is anticipated. BIDDING SUPPORT • Assist in answering prospective bidder questions. • Prepare addenda for issuance. • Review of bids and other documentation.
