Specifications include, but are not limited to: Task 1: Project Administration The Consultant will work with City staff to do the following: a. Attend a kickoff meeting with City Staff. b. Conduct meetings with City Staff and general coordination with the City Project Manager during the course of the project. There may be up to two general coordination meetings with City Staff during the project. Commencement Date: April 2024 Completion Date: June 30, 2025 Task 2: Data Collection The Consultant will prepare the following: a. Demographic and Economic Base Analysis. i. Population and demographic data. ii. Housing availability and trends. iii. Employment categories and trends. iv. Journey-to-work data. v. Baseline retail analysis. a) Overall retail market area – regional and local. b) Trade capture trends. c) Opportunities for growth. Commencement Date: May 2024 Completion Date: December 31, 2024 Task 3: Market and Land Supply Analysis The Consultant will do the following: a. Compare the land capacity analysis being prepared by the Thurston Regional Planning Council with projected market demand for industrial and commercial uses. b. Prepare recommendations to adjust the supply of land zoned for specific uses and strategic consideration of the City’s urban growth area. c. The analysis will address the following issues: i. The estimated demand for specific land uses in the City, based on its economic profile and location of existing development within the trade area. ii. Recommendations for adjustments to City zoning and land use policies, regulations, and maps to better align land availability and market demand. iii. Identifying the City’s major development and redevelopment opportunities. iv. Potential and recommended uses for key properties, as well as recommended steps the City can take to facilitate desired development. v. Impacts of the proposed Bush Prairie Habitat Conservation Plan on market demand and land supply. Commencement Date: June 2024 Completion Date: January 31, 2025 Task 4: Fiscal Impacts and Opportunities Assessment The Consultant will do the following: a. Evaluate the impact of various strategic development options. b. Analyze direct and indirect costs and revenues for the City. c. Analyze economic benefits from new development for existing business. Commencement Date: June 2024 Completion Date: January 31, 2025 Task 5: City Council and Planning Commission Meetings The Consultant will attend: a. One meeting with the Planning Commission. b. One meeting with the City Council. Commencement Date: July 2024 Completion Date: January 31, 2025 Task 6: Reimbursable Expenses (Travel, Data Costs, and Printing)
