4.1. Description of Solicited Services Pierce County is seeking proposals from qualified consultants to evaluate, assess and recommend improvements to the Coordinated Entry system, specifically the prioritization tool. The selected consultant shall conduct the work in two phases 1) Assess and evaluate the Coordinated Entry prioritization tool and develop recommended changes 2) Assist in the implementation of changes to the prioritization tool. The consultant shall regularly report progress on all phases to Pierce County Human Services, including updates on milestones, challenges and successes to date. Phase 1: Assess and evaluate the Coordinated Entry prioritization tool through data evaluation, determine outcome disparities and recommend changes to the tool. • Gather data from the Homeless Management Information System (HMIS) and determine any areas of concern within the prioritization tool • Review the prioritization tool and assess what the tools are designed to achieve • Technical review of prioritization tool, including how it interfaces with HMIS and how it can be improved. • Using information gathered, prepare an analysis and make projections about changes needed. • Present these findings to Pierce County Human Services (PCHS) and the CoC • Conduct one or more community meetings to present specific findings. Deliverables: Analysis Report of Findings & Recommendations; Presentation of Findings & Recommendations Estimated Timeline: March 2025 through July 2025 Phase 2: Develop an implementation plan for improvement of the prioritization tool and assist with implementation. • Based upon CoC and Pierce County selected recommendations for implementation, develop an Implementation Plan and corresponding Presentation for the community • Facilitate Implementation Plan meetings with Pierce County staff and community providers • Provide detailed training and technical assistance to PCHS on implementation of changes to the prioritization tool or other aspects of the CE system.
