The selected consultant team will evaluate the feasibility of constructing flood protection berms around the developed and flood-prone areas of the cities of Everson and Nooksack. As part of the FLIP process, hydraulic modeling of various flood mitigation concepts was performed to identify options that have the most potential for reducing flood risk at a large scale without transferring it to other areas. A conceptual layout for berms around Everson and Nooksack was developed and evaluated with the hydraulic model (see Figure 1 attached). Based on the results of the hydraulic analysis, the berms will cause slight rises to the 100-yr flood elevation downstream of Everson because the berm layout constricts the flow just upstream of Main Street to avoid two recently-elevated residences. The issue of rise and how to eliminate or mitigate the rise will need to be addressed in this study.
