A. Review of Existing Documents We expect the consultant to start with a deep dive into our existing plans, policies, and regulatory framework. These include: • The Housing Action and Implementation Plan (2023) • Downtown Pasco Master Plan (2023) • Transportation System Master Plan (2022) • Parks, Recreation and Open Space Plan (2023) The consultant should also review countywide planning policies and make sure the update aligns with them, while also building on any regional planning initiatives that might affect our community. B. Stakeholder Engagement and Public Outreach Community involvement is key. We want an engagement plan that reaches everyone—especially those who often feel left out of city planning conversations. The consultant will need to collaborate with city staff to design and carry out outreach efforts, which could include public meetings, online surveys, and direct engagement with key stakeholders. We’re looking for creative ways to ensure we hear from a wide range of voices. C. Data Collection and Analysis Accurate, current data is essential for making smart decisions. The consultant will need to collect and analyze demographic, economic, environmental, and land use data to inform key decisions. The analysis should address housing, infrastructure needs, and land capacity, and provide us with options to guide the city’s future growth.
