A comprehensive development and implementation plan for identified City facilities focused on the maintenance, development, and implementation of efforts to improve these facilities. Development of a phased construction strategy and detailed project budget that supports grant applications, CIP funding, and incremental implementation for Tillicum Park including: Upgrades and redesign of children’s playground equipment to meet current safety, accessibility, and universal design standards. It should be noted that selected consultants will be asked for this component to be finished as a higher priority to allow for the City to pursue private and state grant funds in the late Spring of 2026. Renovation and enhancement of pickleball courts and tennis facilities, including surfacing, fencing, and lighting. Renovation and enhancement of softball fields including concessions, seating, and bathroom facilities. Development of soccer fields to enhance park facilities and use. Integration and expansion of walking and multi-use trails to improve connectivity, accessibility, and recreational opportunities throughout the park.
