Specifications include, but are not limited to: EWU requests a cost-benefits study covering two areas: - analyze programs currently in place at the Center, to include adherence to best practices, financial impacts, and risk management and, - review different models EWU might adopt, including actual projections of costs, accreditation considerations, potential vendors, associated financial impacts, and risk management. Such models to include: contracted services with a variety of nationally recognized contractors co-op models in-house management/oversight of the Center. B. We expect this study to include information about the following: - rates charged at other colleges/universities in Washington and rates for similar sized child care providers in the Spokane/Cheney area - experiences and expectations of the current families using the Center - analysis of current EWU data about childcare needs and student population (provided by EWU) - opportunities for other sources of funding (Federal or State) to include Early Head Start Program/Head Start Programs - the feasibility of increased involvement of EWU Early Childhood Education or other academic programs under the current vendor contract to increase the quality of the education provided.
