Fully accommodate the data reporting requirements in RCW 39.116.020 Link to the Embodied Carbon in Construction Calculator (EC3) database, so that EPDs can be imported to and exported from the Buy Clean and Buy Fair database Include reporting functions that allow Commerce to: Publish global warming potential (GWP) from environmental product declarations (EPDs) for individual materials Measure and analyze GWP and other data from project submittals, including product quantities, health product declarations, and supplier codes of conduct. Create data visualizations that show trends from data reported in accordance with RCW 39.116.020 Include geographical functions that show new building construction projects and associated data on a map Be informed by the prototype developed by Commerce as part of the Buy Clean and Buy Fair Pilot Project In addition, proposals should identify how the respondent would develop a database that can: Meet Washington state accessibility and security standards and policies Be updated to accommodate new or modified data requirements Be hosted on the Commerce website Be compatible with the Microsoft Development Stack Integrate with the Embodied Carbon in Construction Calculator tool (EC3) Be used by multiple and diverse audiences (architects, engineers, material suppliers, state agency personnel) Proposals should be able to: Incorporate accessibility principles and best practices into the design process Identify the workflows and interactions that will guide the users through the tool features and functions Develop a mockup that will showcase the visual design and branding of the tool Diagram and document data flows in and out of the tool to ensure alignment with Commerce goals
