Specifications include, but are not limited to: Internet Speed survey, Network Design, and Cost EstimateThe consultant will send out a survey to residents to determine the following factors: speed,reliability, cost, and internet options available. The consultant will use this data to determinewhether it is feasible for the city to provide an alternative internet solution to its citizens. It isexpected that the consultant can reach all citizens in this survey. The consultant will providevarious outreach methods to make sure it is reaching all demographics.If it is proven that the city should pursue a FTTP project, The consultant will provide anetwork design and a cost estimate of sufficient depth to ensure that budgets are within atolerance of +/-10% of actual bids and will prepare design for its completion should Arlingtonproceed to detailed design. A business case will be developed with outputs from thedesign/costing and revenue analysis for services. The consultant will provide an exploration ofbusiness model alternatives that may be considered (a minimum of three business models),alternatives for financing the network build, an examination of legal and regulatoryconsiderations, and a statistically valid citizen survey as well as a business survey.
