Specifications include, but are not limited to: The firm will address the requirements for the five-year action plan and digital equity plan as defined by the NTIA (NOFO) for the BEAD and digital planning activities. In addition, the contractor will work closely with the WSBO project team to develop the BEAD five-year action plan and digital equity plan using an equity-based framework as defined by the director and digital equity manager. The firm will be responsible for conducting all required elements and associated deliverables for the statewide BEAD and digital equity planning process. The selected firm will conduct an inclusive process, engaging populations with limited English proficiency, disabilities, and historically marginalized populations with an emphasis on a stakeholder engagement approach that ensures that recommendations or actions in the plan have beneficial and equitable outcomes for covered populations as defined in the NOFO for the BEAD and digital planning activities.
