Specifications include, but are not limited to: Under the direction of WSBO, the Vendor shall provide a turn-key software solution to meet the specific requirements outlined in the BEAD Challenge Process Policy Notice and BEAD Model Challenge Process final document, and any subsequent requirements imposed by the NTIA prior to the Washington challenge process being launched, including those identified by Washington in discussion with the NTIA. The software solution will act as portal for entities eligible to participate in the challenge process. The software solution must act as a portal capable of receiving, storing, and analyzing data, hosting an interactive GIS mapping application, and automating communications between WSBO and Eligible Challengers and Rebutters. Data submitted to the portal must be available for download. In addition, the software solution must be customizable to meet the WSBO's goals and objectives. Vendor shall describe how its turn-key software solution will enable WSBO to complete the NTIA BEAD Model Challenge program requirements. Each methodology, and/or mechanism that the Vendor would or could utilize must have a detailed description. Vendor must also include past experience similar to each goal listed, methodologies that will be utilized to meet each goal, and expertise that exists within the Vendor's organization to meet each goal. Facilitate modifications to location classifications, including the deduplication process and pre-challenge modifications to reflect existing data. Establish a transparent and efficient challenge process for validating location eligibility classifications based on broadband service availability and performance claims.
