THIS NOTICE OF INTENT IS NOT A REQUEST FOR QUOTES. A DETERMINATION NOT TO COMPETE THE PROPOSED PROCUREMENT BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT.
Medical Readiness Contracting Office - Pacific hereby provides notice of its intent to award a sole-source, firm fixed price contract under the authority of FAR 13.106-1(b)(1). As a result, the Government intends to award directly to Haemonetics Corporation, in Boston, MA in accordance with FAR 13.106-1(b)(1). This requirement is expected to be a standalone purchase order.
This requirement is for the procurement of a Haemonetics BloodTrack System and associated Helmer Blood Refrigerator. BloodTrack monitoring system is unique in the blood/laboratory industry, Haemonetics Corporation is the only vendor that offers such a platform. The BloodTrack System is the only platform that is approved for AABB and FDA approved for remote monitoring and has been vetted by high volume trauma centers, locally and nationally. Additionally, no other vendor can provide software or hardware to remotely secure, control, and dispense blood products at the point of care with Military Health System (MHS) Genesis integration capability.
THIS NOTICE OF INTENT IS NOT A REQUEST FOR QUOTES; no solicitation or RFQ will be forthcoming.
Any firm that believes it can provide the stated supplies can provide supporting documents demonstrating their capabilities and certifications. Interested parties may identify their interest and capability to respond to this requirement no later than Tuesday, 12 August 2025 at 10:00 AM Pacific Time.
All documents submitted will not be returned. Responses received may be used for future acquisitions. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements contained within the attached Statement of Work. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support these requirements.

Medical Readiness Contracting Office - Pacific will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
