The selected consultant will: Review current leases, permits, agreements, and fee structures at all State of Washington Public-Use General Aviation Airports. Assess how current rates and fees contribute to covering operational, maintenance, and capital costs at each airport. Benchmark rates and fees against comparable airports regionally and nationally. Recommend standardized leasing rates and fees that are fair, equitable, and sustainable across the State of Washington airport system. Provide guidance for statewide policy development and implementation. Tasks 1. Data Collection & Review o Gather and review all existing airport leases, agreements, permits, and fee schedules for State of Washington airports. o Collect financial and operational data for each airport, including staƯing, utilities, maintenance, and capital projects. o Assess current revenue from leases and fees relative to operational expenses at each airport. 2. Comparative & Expense-Based Analysis o Conduct a statewide comparison of lease rates and fees in relation to operational costs. o Benchmark against similar airports within the region and nationally, considering airport size, activity levels, and market conditions. o Document methodology and assumptions used for benchmarking and cost analysis. 3. Gap Analysis & Findings o Identify airports or lease types where current rates and fees are insuƯicient to cover operating costs or are inconsistent with industry standards. o Highlight inequities, inconsistencies, or outdated practices across the State of Washington airport system. 4. Recommendations & Policy Development o Develop recommended statewide lease rates and fees, including suggested escalation clauses and implementation guidance. o Provide policy guidance on consistent rate-setting methodologies and lease administration practices.
