General Requirements 3.2.1 All direct services and other activities supported by the ACCESS grant shall be for the purpose of reducing morbidity and mortality among people who use drugs. 3.2.2 Access to direct services supported by the ACCESS grant shall not be made contingent on abstinence from substance use. Required Activities 3.2.3 Grantees must provide the services of a state-authorized Overdose Response Program (ORP), including, at a minimum: ● Providing education on recognizing the signs and symptoms of opioid overdose and compassionate overdose response strategies that emphasize restoring breathing while avoiding withdrawal, ● Prescribing and dispensing naloxone, and the necessary supplies for its administration, to program participants,2 ● Providing drug testing strips, as required by MDH, to program participants,3 and ● Prioritizing ORP services for people who are most likely to witness an overdose, including people who use drugs and their friends and family. Core Activities 3.2.4 In addition to the ORP services required under subsection 3.2.3, grantees must conduct at least three (3) of the Core Activities listed below. ● As a state-approved OADPOP, distribute sterile injection equipment and other supplies for the prevention of overdose and infectious disease. ● As a state-approved OADPOP, participate in the Rapid Analysis of Drugs (RAD) program. ● Provide peer support services.
