Specifications include, but are not limited to: The objectives of the Administrator include: - Communicate effectively and frequently with Commission members in all matters. - In accordance with GAAP standards, keep accurate records of all grants, matching funds, disbursements, and all other financial transactions. Provide financial statements to, and assist the Commission in, budget preparation, and maintain expenditures within established budget. - Work with WSU fiscal agent to manage financial information and research contract awards, including quarterly financial reports/updates. - Manage logistics and facilitate meetings (four per year) of the WSCPR ensuring that all announcements and accompanying documents are distributed in a timely fashion. These include the agenda, minutes from the previous meeting, the financial report, administrators report, and any other materials necessary to conduct the meeting. - Solicit user group input, draft and release RFP for research, screen submitted proposals for RFP compliance, and distribute qualifying proposals to Commissioners in a timely manner. - Follow up research contract issues and disputes, and monitor and summarize project reports on each contract awarded. - Evaluate research contract extension requests. - Coordinate regularly with IR-4 and attend annual IR-4 meetings to represent the interests of Washington minor uses in coordination with other Washington IR-4 representatives. - Maintain and update the WSCPR website frequently. - Maintain the Compendium of Washington Agriculture database in its current form and update as requested by the Commission. - Be the primary spokesperson for the commission and maintain positive relationships with user groups, researchers, the pesticide industry, Universities, state and federal governments, and the general public. - As directed by the Commission, plan, manage, and execute an annual tour to highlight WSCPR projects to regulators, industry personnel, and others. - Stay current on all state and federal regulations that affect the funding and/or operations of the commission and its programs, to include applicable codes, laws, rules, Governor Executive Orders, and Office of Financial Management requirements.
