Specifications include, but are not limited to: OHAE is seeking to contract with businesses in Washington State to increase access to low barrier independent housing to quickly move individuals exiting institutions or homelessness into housing. The program model of Supportive Housing produced will be Housing First. Housing First is an approach to quickly connect individuals to housing without preconditions and barriers to entry such as sobriety, treatment or service participation requirements. Respondents for this RFP must be the primary leasing agent for tenant referrals. Successful applicants will engage in apartment search, outreach and leasing to secure units. They will also monitor turnover of the contracted number of units. Units can be owned/operated by the applicant or can be leased by the contractor and subleased to ALTSA clients. All initial client leases must be for a one-year duration, and fully comply with all Washington State Landlord Tenant Laws. Funding for this proposal will prioritize tenants who do not have access to the traditional housing market due to housing related barriers to application. Tenants will be referred from the OHAE Team. The units preferred for this contract will be 1bedroom apartments, near public transportation, grocery centers, and must be able to pass an HQS/NSPIRE inspection prior to each episode of tenancy. Units that are ADA compliant, or ADA adaptable are preferred. Rental subsidies can be up to 120% of Fair Market Rate based in the area the unit is located. This opportunity is specifically for the leasing of units. Support services will be contracted separately, and rental subsidies will be paid in the form of Housing Assistance Payment (HAP) contract. Global Leasing funds can be used to pay vacancy payments. Administrative costs, Property management, maintenance, repairs and onsite management can be part of the project budget. Contracted units may have a preference for individuals with a disability. Units may also be in private market housing.
