The scope of the project includes the development of a comprehensive park system plan that will be the primary tool used to guide the long-term growth and development of Clark County’s parks and open space system. The core of the plan is a set of 20-year capital project objectives, major focus areas around which Clark County meets the park, open space, natural area and recreation needs of the community. The project will include: Community outreach and engagement The consultant will develop a public engagement plan to ensure meaningful participation from the community, including historically underserved populations. The consultant will employ a mix of engagement strategies including community workshops, pop-up events, surveys and mapping tools, focus groups, stakeholder interviews, partnering with community-based liaisons to ensure we are reaching the entire community. Existing conditions and system inventory The consultant will conduct a GIS-based inventory of all park assets, trails and natural areas, document park classifications, amenities, conditions and maintenance levels; compile baseline data on demographics, land use, access and transportation; analyze existing county policies, code, plans and zoning that affect parks and open space. Data analysis and needs assessment The consultant will analyze existing and projected demographic and socioeconomic data to understand the community’s needs, conduct a level of service (LOS) analysis using national and regional benchmarks, identify geographic and demographic gaps in access to parks and trails; evaluate recreational trends, community preferences and environmental priorities; include equity mapping to guide investment and acquisition priorities. Growth and demand forecasting The consultant will incorporate population and housing growth projections (20-30 year horizon) commensurate with Clark County’s Comprehensive Plan, model park and recreation demand based on future growth scenarios, identify high-growth and redevelopment areas requiring future park investments.
