Project Objectives: Prepare a coordinated and comprehensive update to the City’s urban forestry management regulatory framework, including updating: • TMC 12.24 Street Trees; • TMC 16.08 Protection of Trees and Vegetation; • TMC 18.47 Landscaping; and • The Street Tree Plan. Overarching Goals: • Ensure internal consistency among the three code sections and Street Tree Plan and alignment with all relevant City codes and plans. • Provide meaningful and effective opportunities for public engagement and input throughout the process. • Complete adoption of all three codes and Street Tree Plan by the end of 2026. • Ensure that the Tumwater Municipal Code remains in compliance with state and federal laws and regulations. Scope of Work: The anticipated Scope of Work includes, but is not limited to, the following tasks: Task 1: Project Administration The Consultant will provide overall project management and coordination, including: a. Attend one (1) project kickoff meeting with City Staff. b. Attend coordination meetings every other week with City Staff throughout the project. c. Maintain and update a detailed project schedule, including milestones for staff review, public comments, advisory body review, and formal adoption. d. Provide monthly progress memos summarizing work completed, upcoming tasks, decision points, needed City direction, and any challenges to final adoption.
