Be a reputable and bipartisan firm, or combination of firms, with expertise in conducting public opinion polls in Virginia. Work with CBF staff to gain a better understanding of relevant menhaden background information and current dynamics within Virginia. These preliminary meetings will assist the development of statistically valid poll design that addresses the key outcomes. Design and conduct a comprehensive public polling strategy that meets desired outcomes before August 2025 or earlier; preference will be given to firms who can demonstrate successful execution of similar projects within a 2-to-3-month timeframe. Develop performance metrics and evaluation methods, which will include strategies to test menhaden messaging/education resonance. Provide raw data and summarized results of the poll with a focus on CBF releasing actionable outcomes to the public, press, and decision-makers. This will include an executive summary, full report, key findings for wide distribution, and a presentation by the selected firm. Availability/willingness to participate in any public release and/or media opportunities.
