Specifications include, but are not limited to: 1. Contractor shall secure and provide a seaworthy Flat-deck Offshore Barge, utilized as a fireworks barge. The use of a Dump Scow is NOT permitted. a. Offshore Barge (definition): A large, flat-bottomed vessel, usually pushed or towed, for transporting freight or passengers. An offshore barge will be considered an offshore vessel used in the open ocean waters. b. Barge shall have an overall length of at least one hundred and ten (110) to one hundred and twenty (120) feet, with a beam of at least thirty (30) feet. Dimension and size of barge must be of a size to accommodate a firing area and a safe distance for crew as approved by the City of Newport News in accordance with NFPA 1123. Provide current documentation for the Barge to the City Contact. c. Barge shall be of steel construction. Wood is not authorized. d. Barge shall be of the design such that it will prevent the accumulation of water on its deck surface. e. Barge shall include a gangway or ladder for ingress/egress of crew/workers during fireworks preparation and for post display clean up. f. Barge shall be in compliance with USCG Navigation and Vessel Inspection Circular Number 7- 02 (or latest), and its references (NFPA 1123, Title 33 CFR Parts 100/160). 2. Barge shall be inspected and certified to be ‘Gas-free and clear of all explosive gasses on external tanks’. Inspection shall be accomplished not earlier than 14 days prior to the event, nor before use for a different service. ABS Certifications are not necessary, nor required. Provide a copy to the City Contact. 3. Barge shall have at least one approved ring life buoy with a lifeline 30m (100 ft.) or more in length, be immediately available, and in serviceable condition. 4. Barge shall be equipped with no less than one B-II hand portable fire extinguisher; properly secured and in an easily accessible location.
