Specifications include, but are not limited to: Eligible organizations to provide comprehensive family planning services under the Virginia Department of Health’s existing Title X Family Planning Program. Requirements include, but are not limited to, the following: Provide family planning services on a voluntary, confidential basis, regardless of a patient’s ability to pay; Provide comprehensive Title X family planning services including, but not limited to, a broad range of contraceptives, including Long Acting Reversible Contraceptives (LARCs) and Fertility Awareness Based Methods (FABMs), pregnancy testing and non-directive, objective counseling, services to assist with achieving pregnancy, basic infertility services, STD services, and preconception health services. The broad range of services does not include abortion as a method of family planning; Develop a sliding fee scale based on the agency’s costs and operation. The fee scale must not charge any client with income at, or below, 100% Federal Poverty Level (FPL). For persons whose annual family incomes do not exceed 250%of the federal poverty guidelines, charges must be based on a schedule of discounts, and individuals whose family incomes exceed 250% of the federal poverty guidelines are charged a schedule of fees designed to recover the reasonable cost of providing services. A schedule of discounts is required for individuals with family incomes between 101% and 250% of the federal poverty level.
