Specifications include, but are not limited to: A. General Requirements: The Successful Offeror shall provide all labor, supervision, equipment and materials to implement and provide the following services: 1. Develop and maintain a statewide network of institutional and professional providers who, by contract, agree to accept discounted charges as payment in full for covered services. 2. The credentialing of providers, maintenance of the network and communications with providers. 3. Negotiating and all contracting activities and requirements with providers to include but not limited to the following: hospitals, physicians, specialty providers, and other health care professionals to ensure that all services will be accessible without delay of treatment options for the inmates. 4. Provide a dedicate a Customer Service Unit for HCJS that will at a minimum provide: a) Customer service support to both HCJS and network providers; b) Enrollment and billing support; c) Exclusive client service representative; and d) Dedicated account manager. 5. Provide a dedicated provider network manager who will be responsible for (but not limited to): a) Evaluating and managing the HCJS provider network in the Richmond and surrounding metro areas; b) Recruitment of new providers; c) Negotiating and contracting with providers on the behalf of HSO; and d) Administer special provider arrangements between the HSO and selected providers. e) Ensure that providers rendering services to the HCJS possess licenses and/or certifications, at their own expense, necessary to render medical services within the scope of this contract. f) Ensure that the Providers continue to meet the Contractors selection and screening criteria. g) Ensure that the Providers maintain the appropriate liability insurance for services being rendered. 6. Obtain, at its own expense, all licenses and/or certifications necessary to render medical and health services within the scope of this contract. 7. Ensure that the Providers discounts are secured to reduce costs. 8. Ensure that region wide provider access to HCJS inmates is maintained. 9. Be responsible for coordinating enrollment, administration and payments for inmates eligible for Medicaid coverage with HCSO to ensure maximum use of Medicaid coverages. 10. Provide Insurance cards specific to the HCJS.
