Specifications include, but are not limited to: Literature Review and Instrument Development Phase: to be completed no later than (3) three months after the execution of the Professional ServicesAgreement: a. Meet with division level leadership to set the goals of the evaluation no later than (1) one month after the execution of the Professional Services Agreement. b. Conduct an analysis of current educational research related to best practices in the provision of a comprehensive continuum of services for students with disabilities, including specially designed instruction and related services aligned with a student’s individualized education program (IEP) and provided in the student’s least restrictive environment. c. Prepare data collection instruments, methods and a timeline for data collection, agreeable to both Offeror and Owner. Data Collection and Analysis Phase: a. Collect and analyze data to develop a proposed staffing ratio for special education and related services staff that meets the following criteria: aligned to state and federal requirements, where specifically stated; aligned to the practices of at least (4) four of the highest performing Virginia school divisions, of similar size and demographics to SB/YCSD, with respect to outcomes for students with disabilities; and, aligned to the practices of Hampton Roads comparator school divisions. Related services staff will hereafter include speech language pathologists, occupational and physical therapists, school social workers, school psychologists, and transportation.
