The resulting contract will be for the removal of spoils from the City (Avon) yard located at 1545 Avon Street Extended in Charlottesville, VA and transporting to Rivanna Water and Sewer Authority (RSWA) Ivy Material Utilization Center (MUC)/Albemarle County Transfer Station located at 4576 Dick Woods Road, Charlottesville, VA 22903. Spoils will be loaded by City crews (unless otherwise agreed to by the City in writing) using City equipment (unless otherwise agreed to by the City in writing) onto the contractor’s tandem dump trucks. The contractor will haul the spoils to the designated dump site above and completely empty the load without having to spread it out. The contractor’s dump truck will be able to safely haul a minimum of a 13-ton load per trip and each load hauled is expected to meet this ton-load amount. The location of the dump site may change during the course of the contract as directed by the City; however, a change in location is currently not anticipated. The City shall be billed and shall be directly responsible for all payments to Ivy Transfer Station for the tonnage transported. The City reserves the right to make multiple awards as a result of this solicitation. The Contractor shall provide a minimum of four (4) trucks available during each project period/task order issued unless modified in writing by the City. The City’s personnel will load all of the trucks unless otherwise authorized by the City. City Staff will coordinate scheduling with the Contractor(s) and with the Transfer Station. It is the City’s intent, once the contract is ratified, to begin hauling as many spoil loads as personnel, funding/transfer station schedule allows; however, given possible crew or other City issues/other emergencies or scheduling delays with the transfer station, this could change. The spoils content will consist of construction and Utility projects/infrastructure-related spoils including but not limited to hardened concrete chunks, asphalt debris, soils of all types, and aggregate of all sizes, stone, brick, cinderblock and small amounts of metal. No hazardous materials will be included.
