Specifications include, but are not limited to: A. ANALYSIS: The Contractor shall provide comprehensive analysis of the properties currently owned or leased by the University in the National Capital Region (NCR) or on other properties as requested by the University. Such analysis may address, at a minimum, but not be limited to, the following: Evaluation of current real estate portfolio to further the University’s mission and future plans, balancing monetary and programmatic impacts. Provision of market research regarding the potential highest and best use of real estate assets located in the NCR. Provision of financial analysis of the potential highest and best use of real estate assets located in the NCR. Analysis of zoning and other ordinances and local regulations that may impede the University’s ability to reach its potential highest and best use of real estate assets located in the NCR. Analysis and assessment of potential political risk, stakeholder and developer perspectives, and public relations risk associated with various opportunities located in the NCR. B. ASSISTANCE TO THE UNIVERSITY: The Contractor shall provide assistance to the University in matters relating to real estate transactions, interpretation of local and state laws, ordinances, and regulations, and identification of partners. This work may include, but not be limited to, the following: Identification of partners, either private or public, that relate to the University’s strategic plan and initiatives to engage in shared use and funding of research space related to strategically important disciplines. Advise the University on strategies to creatively work with the Commonwealth of Virginia government within existing legislation, or in crafting new legislation, needed to engage in innovative real estate strategies. Work with localities to interpret zoning ordinances, local planning regulations, and other local laws. Provide assistance to the University to develop strategies to achieve rezoning by providing rezoning or variance applications and submissions.
